CCTV images show the man, identified as chief systems engineer, Miguel
Medina and a woman referred to simply as an ex-government employee, getting intimate in his office .
The Raunc#y government couple were caught in different positions – and in different rooms all around the council building.
Angry citizens have reported the act to the local governor, Víctor Hugo
